For making calls in Europe (zones 1 and 2), there is a 30 second minimum call charge followed by per second billing for zones 1-2. For receiving calls, it's per second billing from the start. For making and receiving calls outside of this area there is a 60 second minimum call charge and per second billing thereafter.
